Around Azeroth: The artistic temperament
This little goblin desperately wanted to pursue a career as a police sketch artist but found himself hampered by a crippling lack of talent. Sure, sure, that's a pretty accurate picture of a sheep, but that won't do him any good when wandering adventurers see his "WANTED" poster and go off hunting a herd of domesticated animals while a wild boar ravages the local villages. If that's an NPC, and I would think the easel points to that being the case, then can anyone share a name or location?

That's Sudsy Magee - he's taken up a new hobby (apparently his being "reminded" of his debts to the Cartel once too often back on Kezan had an influence on his decision to rethink his career) and can be found in Bilgewater Harbor around 56, 54 surrounded by his adoring admirers.

I looked him up on wowhead.
It indicates he's friendly to both Alliance and Horde, though I have yet to test that out.
Apparently he emotes and, if a player kills the boar, does even more.
