I think you stated it wrong. It should be - the druid gets an ability based on the druid's spec, the target gets an ability based on their class and role (not spec).

Tooltip says "... grants the Druid one ability belonging to the target's class, varying by the Druid's specialization. ... grants the target one Druid ability based on their class and combat role."
Seen a lot of confusion about this in lots of places. A nice, careful read of the tooltip will allay LOTS of peoples' concerns.
