Actually, that NPC is a reference to Donkey Kong, it throws barrels and everything.
The gorilla that the banner refers to is actually there in the faire, next to the banner (duh). Look for a giant black gorilla... yeah, terrifying. Remeber that the Darkmoon Faire is mostly a parody or lots of comical references to clichés of these kind of events.

I love how twisted the Darkmoon Faire is now. It really captures the creepy feeling that you get from a real carnival where the light-hearted fun is only a thin veneer over rides that barely work, games that are intended to swindle you and carnies that loathe your very existence.

I've noticed a lot of strange things on the island like an Undead lady that sells cannibal dishes (made with dwarf beard, etc). I hope Blizzard will some quests or something over time.
