I got that sea pony on my second cast doing the fishing quest. But 4 years on headless horseman and still no mount on any toon.

Maybe you get better odds on the sea pony with a higher fishing skill?
My main, who has fishing maxed, was using the fishing hat, the tuskar pole, fishing line and a +75 lure so her skill was somewhere above 600. She got it 2nd cast.
An alt got it after about 6 minutes of fishing. Her skill is about 450-ish. She was using the lures etc. to increase her fishing to around 550.
None of my alts with lower fishing have manged to get one yet.

This is the kind of luck I have. If I'm actively trying for something, I can't get it. HH mount, Brew mounts, the original ZG mounts, Mr. Pinchy, the Frigid Frostling from Midsummer, etc. I've killed Garr in MC 32 consecutive weeks and no Bindings.
But if I'm not trying, I get lucky. I had just started playing the game, and was just barely high enough to fight Ahune during midsummer. He dropped the Scorchling (it was the last year he dropped it.) My friend had been been trying for that for years. I didn't even know what it was. But she was kinda drunk and let me have it. The next day she asked, "I didn't let you have the Scorchling, did I?" I said, "Yeah. Why, is it rare or something?" Her response was, "I hate you." Or when I randomly helped a guy complete his druid epic flying quest back when you had to have a druid to summon Anzu. I'd never been in Sethek Halls before, but we two manned our way through it and the Raven Lord dropped. First time in there and I got it.
So I guess I have to zen my way to teh rare lootz.

RNG hates me when I'm trying for achievements.
Back when my DK was my main and I ran heroics and holiday events on him because I HAD to grind out the badges (this was back in Wrath, before JPs were implemented) I won the roll on Bronze Drake, Blue Drake, and Blue Proto-Drake all the first time I saw them. I got the Sewer Rat while trying to level fishing so I could fish up fish for feasts.
Then I switched mains, and only use my DK as an achievement toon. I ran HH every day this year and last. I've run Strat I can't tell you how many times. I've punched that stupid Kara horse in the face more times than I can remember. I've fished in soooooooo many pools of fish looking for the turtle mount. Never ever see them now that I'm actively TRYING to get the pet/mount achievements.
I ran my Priest through HH this year just to run him through it. First day of HH I got the mount on my Priest, and I don't even care about my priest! I just have him and keep him at max level because he was the first toon I ever seriously played!
My mage was farming cloth in old world dungeons to power-level tailoring. All I wanted was the cloth. I was running Blackrock Spire (both Upper and Lower) for Runecloth, and I got the Worg Pup AND Spider hatchling pets from BRS in the same run, and the only pets/mounts my mage has are the stuff that is account-bound (and the Wooly Mammoth cuz I was JP and Honor Capped and I needed a dump for my JP so I wasn't wasting them :-P).
So yeah, long story short, if I'm actively trying to get stuff, I can never ever get it. But when I don't give two sh*ts about the stuff and I'm just doing my own thing, the stuff ALWAYS drops for me, and if it's an item that is rolled for... I always win the roll.
