My guild uses the Keep at Aerie Peak in the Hinterlands. It's outstanding: plenty of rooms, a smattering of NPCs to make it feel lived-in, and doesn't get much traffic. On the small-scale, individuals use empty houses all over the Eastern Lands. Surwich, Arathi (check the eastern coast), Hillsbrad, the southern Wetlands, and Gilneas have furnished NPC-free houses. There are probably more.
