I can see, in Vanilla, that the conversion would be something of an achievement, but nowadays you hit 40 so quickly it seems kind of silly to have the gear conversion.

And not only that, but people who level up while having to use a prior gear set type miss out on being to transmogrify any gear before level 40, unless they hoarded all the different types without ever getting an upgrade (unless you're a plate class, in which case joke's on you, there isn't any plate until 40).

Probably just a legacy thing. It would be simple enough to just upgrade all the mail to plate. Leather/mail is trickier. Do you upgrade it all? Then rogues/druids are armor-less. Do you upgrade none of it? Then hunters/shaman are armor-less.
Simplest answer might be to add a bunch of low-level agility/int armor for hunters/shaman, but that's a bunch of art and itemization for a very low payout. Blizzard likely doesn't want to bother with it and will just leave it as-is.
