It is not petty or selfish to feel disappointment or frustration over this situation - ask any rogue, shadowmourne aspirant, or healer how they would have felt putting behind their legendaries if they simply "ran out of time".
If you keep working on this legendary with pugs you might end up with a staff, but it might end up feeling hollow - the people who helped you get it will not be with you and legendaries are as much about individuals as they are about collective guild efforts.
I would continue to try to speak with whoever sets the raid calendar and discuss the possibility of changing the raid day so you can attend - it's ludicrous to suggest there's nothing "in it" for the nine other people given how much effort you all put into it and how significant the staff still is.
I'm one of the three people in my guild who completed the staff before 4.3 came out, but we still have at least three other casters who intend on completing it. They were there to help complete the other staves and I'll go to our FL runs as long it takes to finish the remaining ones. The chance for raid burnout is possible, but I would hate to be in the position of the person so close to finishing and not receiving any help from the guild.
