I have NEVER heard of a single case where the staff wasn't immediately dropped for 4.3 in spite of any aforementioned promises or goal. I was personally screwed in very much this way. So thank you for being a considerate person.With that out of the way, try this suggestion. Set up a new raid day for a Firelands PUG with a goal of killing at least one boss. If they meet that goal then the remainder of the week(or following depending on schedule) will be Dragon Soul time. Attendance will be optional on this new day, but encouraged to make sure the goal is met. Also include a rule that people who show up must continue until the end of the raid time.This way the burden of 4.3 time is on them and your staff dude can make progress however slow it may end of being.

It's not that bad everywhere. My boyfriend got his staff last night, and we plan to get it for at least one more person in the guild, if not 2-3. (It goes faster for us since we're doing FL on heroic.)
