Depending on where you are in the second stage of the staff, you could be months and months away - forcing raiders through old content to make a legendary will kill morale pretty quickly. Best bet is to run FL on off nights or after scheduled raids, and not make it a requirement - bring main group in after farming first 4 or 5 bosses for a while
