I'd go with the split time option. If you raid 3 days a week, then have 2 go to DS and use a lockout to get Rag. I guarantee that you'll have attendance issues with FL content days (people will give you all kinds of excuses), so be prepared to to pug. Talk to some folks in the guild who aren't raiding now about possibly subbing in on those FL nights. You'll likely find a couple who would be willing to be on standby.

But all in all, re-align your expectations with the understanding that you weren't able to complete the FL Normals within the lifetime of the content. It's not the end of the world, but you're going to have a tough time holding your raid hostage to completing it when people want to move on.

Rag is a tough mechanics based fight that also has some stringent Healing and DPS requirements in certain phases. It's not a mark of shame that you didn't get it down.
