Jarod doesn't seem to have enough confidence in himself to be the leader (plus it seems wrong that someone who left night elf society for so long should ever rule it). Tyrande and Shandris would probably make a good ruling duo ala Sparta. Tyrande could deal with matters of state, while Shandris could be the leader of military affairs. This way, Tyrande could focus more on her priestly duties, and Shandris wouldn't be required to report to her for major decisions. They would be fairly equal in power, but would still need to value each other's opinions (they have a great relationship so this wouldn't be a problem).

The largest issue is that it wouldn't be much of a change except that Tyrande would have a better peace of mind, and Shandris can make decisions before consulting with Tyrande (Tyrande never really disagrees anyway).
