No, it's never explained. There are other blue dragons that oppose Kalecgos in Twilight of the Aspects, but Azuregos is not among them.
The thing you need to remember about Azuregos is that he's the crazy old man of the dragon world. He's a reclusive eccentric who thinks the younger generation is a bunch of worthless layabouts with no respect for their elders. He's probably not the sort to actively try to thwart Kalecgos. He's just going to stay in Azshara and shout epithets at his television whenever it shows Kalecgos's face and make everybody feel really awkward because they don't want to tell Gramps that he's a racist.

Yes, all future raid content will have a Raid Finder difficulty. Whether Dragon Soul will disappear from the list or not, we haven't heard. If I had to make a guess, I would say that yes, there would probably be a system similar to the dungeon tiering put into place. I'm not sure the tiering would be a good move, considering the nature of raid zones, but it would be consistent.
It's too early to say for sure. We'll find out when Mists of Pandaria launches.

Q for the Q:
so, I finally finished Dragon Soul via LFR last night, which was super cool. The ending cinematic left me with a lot of questions, though. For instance, now that the aspects are mortal, what has changed for them? Can Noz still time travel? Can they still turn into dragons? Are they still in charge of their respective dragonflights? Is Wrathion (or some other dragon) now more powerful than any of the aspects? I mean, dude has glowing eyes still so he must be, right? Is this new "age of mortals" more than a clever turn of phrase or are the dragonflights now on a truly equal playing field with us?
Lastly, and most importantly, bearing in mind that I have a Keg Pony at my disposal, what are my chances with the mortal Alexstraza? surely they have improved now that we have so much in common!

I've actually gotten out of the "Alexstrasza" line and queued up for Ysera. Maybe it's just because I'm a druid but she's really grown on me over the last year or so.

Having seen the ending cinematic several times now, it really doesn't seem to me like the Aspects actually 'lost' their immortality/power so much as they willingly gave it up, stepping aside for the mortal races to take their places. Of course, now the dragons ARE one of the mortal races now, so who knows. And of course they are still dragons.
There's no real reason for the Aspects not to still be in charge of their flights. They're still among the oldest living dragons, they're still presumably more powerful than the average dragon, they're still more experienced and/or wiser than regular dragons, and at least one of them was elected democratically. Why shake things up?
And given that we've seen bronze dragons time travel without Nozdormu having anything to do with it, I don't see why they couldn't still do so. Plus, if they couldn't time travel now, we could always have their past selves come to the future to do any time traveling needed here and now.

Here's something to think about. I listened on the WoW Insider show that Nozdormu (or however you spell it) was supposed to bring the Dragon Soul back in time, but then he said that it went back on its own accord.
Tin Foil Hat time: What are the chances that he still has it? Maybe he still has it because he didn't like losing his powers. You think that might come into play? A possibility?

During the collection quest in Well of Eternity, the dragon remarks that he knows Nozdormu doesn't really intend for this 'fork' in history to stick. We're turning off the gameboy in the middle of trading to copy the Dragon Soul rather than actually removing it from the past.
I have no idea what he means by "returning of its own accord", unless it was anchored in the present by magic he no longer possesses. Luckily for us all, though, there's a big ol' chunk of Deathwing we can use to destroy the artifact if it's been squirreled away.

well, I think that considering Both Alex and Ysera are widows, chances are ALOT better than before the Twilight of the aspects and Stormrage Novels, respectively.

Being immortal just means you will live forever(unless killed), and doesn't have much to do with magical powers, so I would assume they still have most, if not all, their abilities they had prior.
Also, I am too in the Ysera line. And she has the best dragon form of the 4 too if you ask me.

@mtsadowski - If you talk to him after you beat DW, he says the Dragon Soul has returned on its own due to him losing his powers.

I have a question on this if Nozdormu has become mortal and lost his power of time travel ( I don't know this for sure, just adding it for the question). How does he become the leader of the Infinite DragonFlight in the future since he is obviously still normal when deathwing dies, of has he already gone mad and is just playing along? Maybe he has actually kept the Dragon Soul so he can keep his powers and this is what causes him to go mad?

I think the dragons are 'mortal' in the same regards that trolls and night elves are, while they will eventually die of old age and natural causes (a rarity in Azeroth), they still have lives that are long by human standards. I don't think there's a night-elf that is old enough to have discovered the natural limits of their age, and it seems that when they lost the world tree, it simply started the aging process again. Essentially, Tyrande, Malfurion, and Illidan (assuming he comes back, I personally think death was NOT PREPARED for him) are starting over at the equivalent of 21 or so from the end of Warcraft 3, and are now approximately 28 or so physically.
Essentially, we don't know what a formerly immortal aspect's 'natural' lifespan is, but I think we can safetly say that they will die eventually, and the ones that follow will simply be the most powerful dragons in line. Remember that Kaelecgos is still hale and hearty, and he was young 10,000 years ago as a 'mortal' dragon.

Ok assuming the Aspects have lost of given up their powers, how does Nosdormu become the leader of the Infinite Dragonflight?
Once again assuming he is not already that leader because they never specify when he actually goes crazy.
Possibly he has not returned the Dragon Soul to the proper time, but has kept it, now fully powered by all the aspects including earth thanks to Thrall, Maybe his use of it is what causes him to go mad and become Murozond?

Not likely. For time to progress as we know it, the Dragon Soul would need to return to the moment we took it. In fact, Norzdomu as the Aspect of Time would understand this better than anyone.
