When they talk about resources, they are talking about man-hours. Working at Blizzard is incredibly demanding and hiring/training/maintaining the high-quality workforce is no easy feat, regardless of the amount of money you are willing to spend on hiring. I'm pretty sure the turnover rate of employees is higher than other tech companies, simply due to the sheer amount of work they require. Money wise, they should be making metric tons of it.
