As someone already said in the comments, when Blizzard doesn't have resources for something it's very unlikely that they're referring to funding.It takes more than money to make a game. It takes a lot of man hours, and a lot of employees. Not just any employees, either. Skilled professionals with experience and a strong work ethic.Blizzard pays good salaries, has internship and recruitment programs, and always has several positions open.It's just one of those problems you can't throw money at to fix, especially if you're looking to produce a top-notch product. Short of cloning designers or building a time machine, there ARE concrete limits to the amount of resources you can invest in game design.
