Twilight Highlands was the base of operations for the entire Twilight's Hammer Cult, and was about, A) Uniting the local Wildhammer/Dragonmaw forces, and B) Stopping the Twilight's Hammer and Black Dragonflight. Like ICC, you beat your way to the Bastion of Twilight raid.
