Because of people who are being harassed by a player and try to ignore that one character have to then /ignore any and every other toon that person makes to avoid harassment--even with turning them in to Blizzard, it takes time, and a lot of those bans are temporary. We've seriously had someone who would come back every couple years to troll a particular player associated with our guild, on various alts, with other friends helping him. Being able to stop harassment right off the bat on a player's own would be nice.
If someone is a jerk on one character, making foul-mouthed commentary, racist or sexist slurs, making things difficult for the rest of the group in the party just because, then it's fairly likely that person is going to be a bigoted troll on their other characters as well. There's a big difference between That Guy and someone who's struggling to learn to play their class/role in a new dungeon; those people I'm good with helping out.
