And there is no way to tell which one they'll be...
Imo, the tank should be aware of their resilience and be able to quickly ascertain the quality of the healer and dps and then, set a pace that matches these things. So, telling the tank to slow down or speed up isn't going to do a ton of good.
Of course, this is assuming the tank is actually doing their job. :D Every roll is equally likely to slack.

I've encountered groups that are both GO GO GO and "Stupid tank don't pull til everyones ready." That's when I drop. In the middle of a boss fight.
