There are three times when you should use Army in a 5-man:

a. Tank is dead, wipe is going to happen if you don't. (Preferably, battle rez while the Army is going nuts.)
b. Healer is dead or OOM, tank is going to die without help.
c. Tank asks you to/it's part of the accepted tactics for a boss battle.

It is, however, worth keeping on your bars for that one run in 20 where it stops a wipe. :)
