Making better raids/dungeons is a pretty lame excuse, in my opinion. Maybe one raid an expac will get run over and over in the future. Raids have the least shelf life or any aspect in WoW. The pet battles system, like it or not, will probably be around for a long, long time. Kara is probably one of the best raids they have ever done. How many people still run it? I do as well as some of my guildies, but I am willing to bet the vast majority of players don't give it a second thought.
The other thing is, there will probably be totally different development teams on pet battles then there will be on dungeons and raids. So most likely, you can have your cake and eat it too.
