It's not so much the technical aspect he's questioning, but the social. Most (not all) Europeans speak or at least understand English, meaning that there isn't much other than the technical aspect keeping people from grouping like the Author suggested.Don't be an ass b/c you didn't read and comprehend the point of the article.
