iirc if you log out outside an inn/city, if it didnt make you wait 20 sec, you'd just be standing there for 20 seconds anyways. At least i believe that's how it used to be. Thus on a pvp server, or if you happen to be flagged, there's 20 sec free to kill you.

Also remember, pre cata, 20 seconds was like 4x as much time as you needed to kill almost anyone.
