The guild leveling system didn't help either. New folks don't have an incentive to create/join a new guild when they can get all the perks by joining an existing Level 25 guild.

I really thought the Guild Leveling Perks would reduce the number of new guilds being created, but it hasn't seemed to stem the tide of crappy new guilds being created on my home server. Every week there's a new oMg BeAsT gUiLd advertising in trade. Normally I would applaud such initiative, but it feels like people swap guilds like they swap pants. As soon as something happens that they don't agree with or don't like, rather than talk it our or try to resolve their issues, they jump ship or form their own guild, and the end result is that instead of having five strong guilds, we have fifty weak ones scrapping over a handful of good players.
Maybe I'm just being a grumpy old man, since I've been with the same guild for the last seven years.

^This. Just this weekend, two more brand spankin' new, spit shiny guilds were advertising in General chat on my server. I, too, thought the perk system would stem the tide of here today, gone tomorrow guilds but that hasn't happened. Having come this far through an expansion with guild perks, I highly doubt it will ever happen.
It used to cost quite a bit to set up a guild. First was the charter and then came the need to pay people to sign your charter. Then there was the cost of tabards. I remember, back in Burning Crusades days when I started my guild, some guilds couldn't afford the cost of tabards for a couple of months, until the guild leader had amassed money to actually make the design.
Now, it's fairly easy to set up a guild. I have a lot guild members who have separate guilds just for the banking space it affords them. I have two satellite guilds myself to handle my regular guild's overflow.
I don't think guild perks matter for some people. Motivation for leaving varies but I'm not sure the perk system has caused people who are really unhappy from leaving and trying the waters of guild leadership.
