"I think reducing the valor points earned in the larger raids was a mistake, and I'd like to see that decision reversed in tier 14."
Wrong, wrong, wrong, wrong wrong.
Because 25 man raiding used to award higher item levels the stigma is that it is harder or better, the reality today is that 10 man raiding is more difficult than 25 man. 25 man is easy mode, if anything it should award less VP.
10 man raiding is a lot harder because every player is accountable. You can't afford to lose a single player, no players who have a role can mess that role up or the raid is going to be a wipe. if even one player stands where they shouldn't, misses a button click, misses an interrupt, disconnects, etc you will wipe. Just one mistake by one player in a 10 min fight and you wipe.

So the top Raiding Guilds in the world are doing 25 mans, because they are easier???
This is such an old argument that has been defeated time and time again and is not worth the digital ink they are imaged on. Get your facts straight.

In my experience this position is "wrong, wrong, wrong, wrong, wrong"; I haven't found 10 man to be exceedingly difficult compared to 25 in general with some notable exceptions in the first raiding tier this expansion.
To me there seems to be a "stigma" that 10 mans are harder or better - I raid both settings and I don't currently get that impression, nor do I think people are any more or less accountable in either size raid. People can be rubbish at their jobs in both settings and the encounter can still be completed - one person disconnecting or doing something stupid in 10 man is not always an auto-wipe.

I've raided most of the content of this expansion, both normal and heroic, in both 10 and 25 mans and I can count on one hand the number of 10-man encounters that are harder than the 25-man versions.

I can tell from that comment you have never done progression 25 man raiding. Not one heroic 25 man so far has been killable after losing a single person and having that one person stand in the wrong place, or fail to do something or DC's will result in a wipe just as easily as it does on heroic 10 man.
It is one of the frustrations that go along with progression 25 man - the fact that you have the same requirements but even more stress involved because rather than the chance that 1 in 10 will have a problem and you wipe you have 1 in 25 that will have a problem and you wipe.
Hagara alone when learning it required that if a single dps was dead without a rez for longer than 5-10 seconds it was a wipe and we started again. First kill was 2 seconds off enrage. There are some fights where in terms of difficulty alone you can argue 10 is harder - just as you can on some fights on 25 man - but the whole notion of 10 mans being harder due to your reons you just gave are both one sided and naive. It also was never a "Stigma" that 25 mans were harder and why they were awarded more - they literally were harder. This suggests you never raided in WotLK as you should know this.
I find myself at the end of this paragraph and noting that you now seem to be a new player, who didn't raid before Cataclysm, never raided progression 25 mans yet seem to have a very strong opinion about which you believe is the harder format. Bias much?

I rerolled realms in the middle of Icecrown, I just did the 1st wing of ICC(Few guild mates switched mains over and I had less time to play at the time so I leveled a few alts). Aside from missing out on ICC, I've raided from the end of BC up until today. Both 10 and 25 man. The changes to the lock out system compelled us to go 10 man.
My current position is 6 of 8 in DS, due to the xmas break and all that, little slow getting back in the grove of things now. The guild I am in is sort of a sister guild to a 25 man raiding guild, they're working on heroic fights now and have lost 6 players during a heroic Morchok kill.
Not every boss is the same of course, just as not everyone's raiding experience is the same. Overall on 10 man normal raids, if you lose a player or 2 your odds of wiping go up by a lot compared to 25 man normal raiding.
It should be pointed out that Blizzard has said the same thing when asked about a 10 man version of LFR, 25 man raiding is more forgiving of players compared to 10 man.
