Ok so let's set the stage so everything is accounted for.
We are on Baine's turf in the time twisted Obsidian Sanctuary. By design Illidan will be there to provide the shadow walk buff and just in case he will only interrupt drain essence so it is just Baine and Peroth'arn fighting. Peroth'arn will also get the buff/debuff when he goes for a molten swim.
Right off the bat Baine has the home field advantage and of course Illidan to provide a nice buff. But upon 60% and all of Peroth'arn's eyes come out, where is Baine to go? There's a reason Tauren aren't rogues, besides them as a whole being better people. And there are ways to stun Baine too. Tossing his own totem at him can almost negate Baine's axe buff for the duration and Peroth'arn can get in some fel fires and decays.
However when we think about the lore we have the Tauren chieftan who failed his people and now "lives" (I don't know if it's actually them or some phantasm) with the frustration of his failures and has all the rage that comes with sitting and thinking about them exclusively. Baine is an intelligent fellow I'm sure and even in a rage can think of a strategy more than "hit them with totem". To the point of taking brief lava baths for his buff and downing platforms with too much fel fire. Peroth'arn is a former Night Elf who foolishly lead himself and others down a path of eternal corruption.
Any serious match would be close but Baine wins for all his rage and desperation to fail no more.
