To those who are confused as to what this is:
This is the new style of gating. Nobody likes purely artificial gating- if you steamroll the first four bosses, why can't you assault the fifth? If you are stuck on the second, what do you care that the sixth is now unlocked? This version is
I'm sure it's been proven that once a player or group is stuck on a boss for too long (regardless of whether it's normal slap'chop or heroic spine) with little to no hope of future progression (due to the skill of yourself or the players you are 'stuck' with, to put it in a negative light), they are much more likely to quit the game. This sort of progressive nerf helps lessen this. Nerfing gives people the thought that 'if I stick around for just another month, the next 5% reduction will come out and we'll almost certainly get this guy down'.
Wise business decision in my opinion.
