To those (including Blizzard!) saying this makes sense because some guilds have hit a roadblock: Dragon Soul will have had 8 complete lockouts when this nerf begins. Unless I've messed up by napkin math, that's 1 per boss, not counting heroics. Does anyone honestly think that we should be cruising through this stuff at the rate of one boss per week and that nerfs are necessary otherwise?
Fair enough if someone, somewhere is stuck on Yor or Zonn, but I'm tempted to suggest those people need better gear / tactics, not a retuning of the content.

Maybe a group got up to Ultraxion in two weeks, but have been stuck there ever since. Dragon Soul is being nerfed, not Paladins. That alone means that they actually have a good reason ;)

That's a fair point, but I'd still suggest that the problem there is bad design (with a huge spike in difficulty after four comparatively easy bosses).
Indeed, Ultraxion is a Patchwerk "Gatekeeper" boss: the whole point of an encounter like that is to slow progress and force people to farm earlier loot tables in order to 'unlock' the next segment. There's obviously a limit to how long that should take and a nerf allows new raiders (who haven't been farming 4/8 for weeks) to join in. Still, a raid shouldn't be designed in a way that holds people at 5/8 for 6/8 weeks.
The design intent just doesn't seem consistent / well implemented.

I'm surprised too at the alacrity that they made the decision. I mean they have the data so they know best, but it's really only been 2 months and on top of that, a lot of raiders schedules got disrupted by the holidays. Many guilds are just now hitting their stride.

The requirements for Ultraxion aren't really very high, only about 26k avg dps required in 10-man with 2 tanks and 3 healers. Lots of groups cheese that a bit with 2 healers, and if you have a feral you can pretty easily use a 1-tank start, with the feral going bear form before Fading Lights to make sure they don't get fading light with the tank. On our alts run I still pulled 22k dps on my feral while tanking part-time like that.
Our alts run usually has more trouble with Zon'ozz, we all hate that boss both on mains and alts.

Really, on a dps-check like Ultraxion, it's a good opportunity for people to use food, flask, and even pots like real raiders! Pots are pretty cheap now anyway, a full stack of agi pots is generally less than 100g on my server.
