Is it just me or does Deathwing seem to fluxuate in size? I mean, he's always been big but, to me at least, he never seemed so big where 25 people only take up a small portion of his back or that his jaw alone seems as big as an aspect.

Dragon Aspects are capable of changing their size whenever they feel like it

Then why didnt the other Aspects make themselves bigger than deathwing to crush him? or why didn't deathwing just shrink so that 25 people wouldn't fit on the small of his back.

Because there's an upper limit
And Deathwing was the biggest one
And as the quotes imply when you are on his back, he doesn't even care that you're there
