I think that's the wrong way to go about legendaries. Blizzard has really screwed the pooch with their last 4 legendaries all requiring weeks if not months of farming. End the farming parts of the legendary quests, but keep the special encounters and specific things the questee has to do within certain raid encounters outside the normal fight mechanics.
