#1. Make Legendary items strictly soloeable and not tied to raid content at all. Each class could get their own upon completion of certain achievements, ex: http://www.wowhead.com/achievement=978 and / or have them be rewards for extremely long individual quest chains. Additionally I would have the stats scale upon release of new content so they continue to be meaningful.
#5. Have guild rep increase with gold deposits to the guild bank along with the current mechanic. 1g deposit = 1 rep. That way the GM and officers can decide how best to use that gold for the guild. Mats and needed items could be purchased or it could be used for guild repairs.

Ahhh I knew SOMEONE would have the same feelings about legendaries as me. I agree 10000% that the legendary should NOT be part of a raid. My personal view is it should be based on a solo ONLY quest (ie help from others should be literally phased out), so ONLY the skill of the individual is relative. Then make it randomised to some extent, so there can be no 'guide' to walk you through it totally. It should make you use all of your relevant skills, ie for mages they should be able to use interupts, make use of terrain/movement skills, protection spells, the whole thing. Only the best would be able to get the legendary, or make there only be say 100 per side (alliance/horde) per server that could be obtained (with replacements if someone leaves/goes inactive/gets banned etc) or maybe only make it so 10 a month each side are possible to obtain. I also think you should be able to learn more stuff about the item from research in Archy (no lvl limit), maybe making some of the 'randomised' bits easier - or at least known so you can prepare.
Imagine :-

A test of skill has been announced, following the footsteps of (insert hero here). Only a few can complete this challenge, those of faint heart should stay away. The prize for the best mortals is the fabled (item) of (x)"
Then after research (costing considerable money)
