I think the problem with Guild Halls is is essentially a Player Housing project. It's Guild instead of individual yes. But The ideas of location, instancing and all the rest (so often cited as why Blizz won't/can't do it) would be present in Guild Halls.

Of course if Blizz could make Guild Halls work, it could open the way for player housing as well.
