I agree fully. If you're not in a guild with 200 people it seems you get nowhere. I've been working on my guild with a few close friends since the guild leveling started, and we're still struggling towards level 13. Come MoP they're adding MORE perks to high end guilds, and we'll be lucky if through MoP we'll even hit the /Cata/ level cap. If guild exp scaled with the number of people in it, then a small guild could level as well as a big one, not requiring you to spend your time with That Guy And His Fart Jokes just to get some new heirlooms.
