Clearly the GL was willing to log on once a month to maintain his hold on the guild. I disagree with Lisa that this was the sign of a malicious GL though. Rather it was a sign of a GL who viewed the guild as his (or her) property and wanted to keep control of it "just in case."
Here's my guess of what happened on the other end (emphasis on guess):
Someone (whether a guildie or some GM sending a "Are you planning on coming back to the game? People are petitioning to take control of the guild" message) tipped the GL off.
GL decides to /gkick the guild to prevent losing "his" guild. It's cheaper than paying $14.99 each month to make his presence known.
I'm not saying he's right to do this. But it does show the problem with the Cataclysm changes to the concept of Guild that Blizz needs to address. Guild Perks and Items make it hard to leave a dysfunctional guild. It's getting to the point that the player without them is at a disadvantage. So any high level guild can be held hostage to the whims of the GL.
Solving this is a problem of course. How does Blizz decide whether a /gkick is the booting of a jerk or the robbing from the work of others?
Does the guild owe the wrongfully kicked person "palimony"?
Does Blizzard need to set up the equivalent of a "divorce court" for guilds? I'm sure that's a headache they don't want.
I suppose one could say, "Permanently keep the perks earned from being in a big guild" but that could lead to level 25 guilds selling temporary membership."
Really no easy solutions I can see. All I can say is Blizz probably didn't think through the whole guild levels concept and now people are paying for it since guild drama can now have some even worse consequences than before.
