Well, they can't force people to roll on a given server, nor can they force people to transfer there. If their friends aren't there, they won't play.

The best they can really do is offer free faction transfers for horde, and i cant imagine there's too many people who'd want to wade into a situation where they were outnumbered 15 to 1.

though I have to say, if I played on eu severs, i'd be tempted to give it a go :)
