Hey now. We may be an endangered species, but there are a few of us with an honor title Feat of Strength still paying a subscription and playing the game.
The current system doesn't make a difference between the different high end ranks. If you are over the bar Blizz set, you can buy any of the gear and transmog with it. My main only made it to Lt. General (pvp mount purchase rank), and didn't get a High Warlord weapon until after the ladder system was removed. But I was able to buy the replica High Warlord Axe and transmog it. So if you're thinking "I can't use X item because I only made it Y high on the ladder back in the day", you may be surprised.
If I had to think of a reason for why Blizz did this, best I could think of was all the people complaining about the titles coming back with rated battlegrounds. We were no longer going to be special snowflakes because we slogged our way up the ladder system. So now we're special snowflakes because we can use the old armor models.
All that said, I agree with your statements. Blizzard should allow more people access to these older gear sets. It's not going to upset me if I start to see more people walking around in Grand Marshal gear.
They're usually my target after the healers are dead. =-}

Maybe the book is coming out after the MoP release... if it is dealing with Jaina and war etc, it will be released after we have seen the aftermath of Theramore's destruction?
