MiK Scrolling Battle Text used to pop up a raid-warning style alert when Lava Surge procced. I haven't used it in a while though.

You could use Power Auras or Tell Me When to flash a graphic when either Lava Surge procs, or when Lava Burst is off of cooldown and you are in combat.
