"Holy paladins need a spammable AoE heal to compete with the other healers, but it doesn't need to heal everyone at once."That would be true if every other healer had a spammable AOE heal, but druids don't. We got hit quite hard by the WG nerfs and now our inability to burst AOE heal has made us a much less attractive choice for many fights. It's almost impossible (in my experience, anyway) to 2-heal heroic Morchok with a resto druid due to our near inability to heal the group up fast enough in between large chunks of damage.Holy Radiance is borderline overpowered and this nerf does little to help with that. When one spell constitutes upwards of 80% of a class's healing done (between HR, Beacon heals from HR heals, and Illuminated Healing shields from HR, 80% isn't unrealistic), something is wrong. Part of it is the result of the "stack and AOE heal like crazy" mechanics that Dragon Soul is full of, but even on fights like Blackhorn, Holy Radiance is still topping the charts.

Having done Blackhorn as a holydin, I ask how that fight DOESN'T encourage HR?!Every time that swirly purple ball shows up, I pop my DP and start casting HR. the attack hits, lots of people are hit, and HR ticks and people get healed when they need it. The shockwave smacking slow people, the constant damage going around. I can keep people steady with that while also dropping heal bombs on the tanks and bacon helping.ALL the fights in DS are built so that aoe is king again. HR is going to be the top heal for paladins because it is out only aoe. Shaman have Shaun heal, healing rain, healing stream, and their weapon imbue to soak up the numbers. Druids have rolling HoTs on lots of people. Priests have PoM, CoH, PoH, and rolling HoT as well. All paladins have is HR and single target cast spells. Worst part. In a LFR where I did NOT spam HR I got kicked for doing "crappy heals". Without that spell we are at a severe disadvantage.

I think Seraph's point about Blackhorn was that it's a fight where a lot of the time the raid is spread out. Like you said, though, there're times when you do use HR in that fight. There's just really an issue when paladins aren't doing anything but spamming HR and don't really have to do anything else. But, again, fights in DS really promote AoE heals.I think there should be a cap on the number of targets. Sure, there's decreasing effectiveness, but that's still healing.
