I think it's a similar situation to, say, resto druids at the end of Wrath (or disc priests, but I played a resto druid so I'm more familiar). When you could spend your entire time while raiding spamming one spell on every member of the raid, and then going back and doing it again, and have top heals on virtually every fight. Then Cata comes, and they make those methods unviable because of the mana cost involved. I'm not sure increasing the mana cost further would do much in this case, although they could make it similar to some other high mana cost spells in that they are difficult to use except when you get some sort of proc that makes them free or cheap. I think the target cap would definitely help, as it would bring it more in line with other AoE healing spells. The other possibility is to bring it in line with Healing Rain (eg. give it a CD or something).
