It is perfectly normal for guilds to dissolve, and in most cases, there have always been new ones to form and take their place.
I think the real problem now is that: when a 10-man guild falls apart, it's pretty easy for a new 10-man guild to form and take it's place. When a 25-man guild falls apart, there aren't any new 25-man guilds forming to take their place. So, they are just going extinct like the dinosaurs because no one wants to be the person that starts a new 25-man guild in Cataclysm.
