I don't know why. I'm just telling you that Legendary acquisition isn't a reason for a 25-man guild to stay a 25-man guild. You may gain one slower as ONE 10 vs ONE 25, but if you have TWO 10s versus one 25, then it's really a different comparison overall if that makes sense.
