I don't think it failed. It was meant to slow down gear, and make raiding harder as a result. It succeed perfectly. It was the side-effect that was the flop: People stopped caring. That was the fail.
Said it before, will say it again: There is a world of difference between difficulty, and tedium. Bosses can be hard(provied hard is not "You randomly die, hahaha" or "You coughed at the wrong time? Delete you from life!"), but trash should be so easy it's cringe worthy. That's where the socialising and jokes happen.
