to say it failed would imply that the intent was to keep epics out of reange 3 tiers in. I am not sure that was the design intent. For a few weeks last winter gear with purple type-set was only obtainable if you were raiding the (overtuned IMO) T11 Raids. That was the intent and I think it worked. I also think that the obsession with the color of type-set is dumb and people should feel foolish about it.

MMO Group combat is fun, that is why I keep logging on, not to play dress-up. The Main thing that gear does is gate content and Blizz has decided that they do not want to gate the current tier behind the previous one (hence the h 5-man gear scaling and VP gear). Once you give up on the gating the only things left are playing dress-up and trivializing previous content. Throwing the developers hard work down the drain for a game of dress-up is F'ing crazy if you ask me.
