The roadblocks were never intended to prevent gearing alts. They were intended to slow the gearing of mains - and they succeeded. Someone new to 85 *at this point in the game* will gain absolutely nothing by being stuck at ilevel 420-ish for weeks and thus being gated away from where the main population is playing (heroics).

Also, three items of tier 13 from one Dragon Soul LFR? That's not a failure of the gear model - that's you having obscenely good luck with drops!
