Yeah... it's gotten even worse. In 4.2, some geared players still ran the older heroics because they were easier than the Zuls. The HoT heroics are so easy and take so little time that the only people running the original Cata heroics any more are the people in a narrow ilvl band from 329 to 353.
So, most of the time, the experience of running those heroics is very similar to when we ran them at the beginning of Cata... but players are trying to zerg them like the Wrath heroics. It's all kinds of awful.
So players with ilvl too low to get into the Hour of Twilight heroics are stuck in a really awkward place where the intended content for them (the old heroics) are probably the least time-efficient means of getting geared up. In that way, I think the gearing system for Cata did fail.
