I think you've somewhat misunderstood the changes to the gearing model. IIRC the biggest concern with the WotLK gear was that there were so many tiers or half-tiers because of hardmodes and separate 10 and 25 loot. This led to itemization being way out of hand in the last tier, so much so that you had rogues crit capping and a lot of casters running up against the GCD with their main spells. As far as slowing down gearing, that's what has happened. Gearing in Cata was slow at the beginning, but more because of the difficulty of the launch heroics than any change to how gear was distributed. Fast forward to today and gearing an alt is pretty quick, but it's a much slower affair than it was in the last tier of Wrath due to the weekly cap on VP. In Wrath you could only cap badges by completing ICC on 10 and 25, running a heroic 5man every day, killing the VoA boss, and completing the weekly raid quest. Pretty hard to do.This design of Cata was always for the VP gear to becomes available for JP with each new patch. This obviously makes gearing to higher ilvls easier as the expansion wears on, but it was never intended for new 85s to have to grind through every tier of gear, it's just not in the design and never was, at least not for Cata. Now they can hit 378 or so with relative ease, but to go beyond that is going to take some work. I agree its not as much work as it was to get 346 at the beginning, but that's really more a product of the new 5mans being really undertuned, but then that in itself is a product of the last set of 5mans only being 353 ilvl. Even so, if all we had were the old 346 heroics, gearing would still be very fast bc of outgearing and the original heroics awarding far more JP on average. So, no, if the model failed in it's goal, I don't see it.

The new heroics aren't undertuned: they're tough if you're in the intended gear-- Zul 353s. However, most players blow past 353 quickly, and the typical semi-casual seems to be hovering in the low to mid 380s based on the people on my server looking for Baradin. So a majority of the player base is 30 item levels above what they're tuned for-- of course it's 'undertuned.' IMO, in retrospect they needed the current mode to be normal with 365 gear dropping, and a harder mode with a 365 minimum. It would, admittedly, still be easy to outgear, but maybe not so dramatically....

That's pretty much what I was saying. The whole transition from T11 to T12 was ghastly. The Zuls made for pretty great 5 mans in my opinion but having them be the only content in 4.1 has thrown everything off. Firelands should have launched with a couple 5mans instead of the Molten Front grinfest. The Zuls made for a pool of new 85s that were slightly undergeared going from dungeons to FL without having gone back and done T11 raids. The dailies might ahve worked to bridge that gap has they not taken a month to get 5 pieces of gear. The end result was a 4.3 with 5mans that had to be tuned to the only real source of nonraid gear to come before them, the Zuls. It had been so long since the Zuls came out that you could have been pretty lackadaisical about running them every and still made more than enough VP to be 370 or so.
