Switching to Seal of Righteousness is not worth it for most of these adds, since they don't live long enough to make up for the dps you lose from giving up GCDs to switch between seals. Also, blistering tentacles have to be single targeted anyway, and they are the nastiest multiple adds. I would only switch for fragments, and even then it is situational.
Including Holy Wrath in your AoE rotation isn't useful at all, since it isn't actually an AoE effect: it always does the same total damage (low) and merely divides between targets in range. So it should be no higher in your priority than it is in your single target rotation (i.e. use it if nothing else is up). It certainly should never come ahead of judgment, especially assuming you have your 2 piece bonus.
Consecration is a mana pig and does very low damage as well. I certainly don't prioritize it; even against multiple targets EJ keeps it second lowest priority in our rotation (with HW at the bottom).
Basically, at 4 targets or more you switch to divine storm instead of crusader strike. If you have a free GCD (and another at the end of the phase) or it will be an extended AoE phase, switch to seal of righteousness.
