I was in a End time once, it was me, a rogue, healer (of some class), tank, and a warlock. Neither the healer or lock would step on the flarecore, so you had me and the rogue doing that. The lock was complaining about how my and the rogues dps was low for the fight, even when I told the lock how what we were doing, and he just kept ranting and raving.granted, this is how it normally goes, since ranged seems to always think it's the melee's job to go run and stomp on the fireball, from what I've experienced in my randoms at least. (I've seen ranged run away from it, when it was right next to them.) Don't get me wrong, if I see the flarecore right next to me, or in my general area, yes, I will go and stomp on it. If it's at max ranged distance, next to another player, I expect them to get it.

I think that can also be attributed as Blizzards fault. Especially when people don't know the content. Blizz has people so accustomed to not standing in anything they think its bad to stand on a flarecore or the swirls on Blackhorn.
