It actually looks like he is wearing a shirt / kilt combination. Shirt can be aquired by having someone make you a Sylvan Vest [if you are on Malygos let me know, pretty sure I have this pattern.]

Researching kilt more, it is similar to druid dungeon tier, but not quite.
