Sadly, each of the 'pure' dps classes tend to have this situation where one spec in particular has amazing PvP utility, but does sub-par DPS compared to the other two in raid situations. For Mages, it's frost. For Rogues, it's Subtlety. For hunters, it's Beast Mastery. For Warlocks, it's 'screw them, they were unstoppable in BC!'.
I'd say that two is good enough, and the problem comes in when the class's 'best' spec in a role is still under-performing. As it stands now, hunters are in a position where their 'best' spec, survival, is behind most other classes 'secondary' dps specs, and hunter's 'best' pvp spec is well behind most other classes' 'worst' specs because of poor mechanic design *coughdeadzonecough*.
