Seems like a some of Frost's control is becoming class spells (like Brain Freeze), so that should help allow any spec PvE or PvP like Archmage pants is saying. I agree that this will be a positive change.
-Frost will still have the elemental (and I assume its range nova, but Fire and Arcane still have some of their class specific CC (Dragon's Breath and Slow) so they may be able to help balance that??)
They seem to be making Fire a bit less RNG dependent (thankfully).
-To spread DoTs you just need to hit Inferno Blast (new Fire Blast) instead of waiting for a proc to occur like it does now.
-Ignite (the proposed mastery) is not going to work off critical hits now but seems to proc off of each Fireball, Pyroblast, and Inferno Blast. It looks they may have to rework it a bit to prevent munching though (Anyone have more insight on that??)
-I also worry that all Fire mages will have to take Living Bomb due to the wording on some spells (Combustion and Inferno Blast since LB is a "fire DoT effect") but they could just make it so LB doesn't work with those? I'd like to hear what others think :)
Arcane is still having the mana-management game but some spells are getting tweaks that I really like.
-Arcane Blast's dmg buff helps all arcane spells, which I think is the best change! And it only is "wiped" when you cast Arcane Barrage. This should help make the rotation a bit more interesting...though it can't get much worse (sadly).
-Arcane Missiles is not a proc'd spell anymore, so you can cast it whenever (and it benefits from AB's dmg buff). I think this will help make the mana-management game a bit easier for a new mage?
So I think MoP will address some of the issues you talked about with the current dynamic and will allow Frost to become a PvE spec without being crazy in PvP...I'm excited :)

It's still really unclear on how Ignite is going to work. If it really does stack off of each consecutive hit, then after about 15-20 seconds you're going to have an enormous ignite, let alone after 5 minutes on a boss. I think there's going to be some sort of system involved where you'll lose a previous fireball's contribution after about 4-8 seconds to keep the levels reasonable. Pure speculation at this point though.
