I might be totally crazy here as I didn't have a max level toon back in the day, so correct me if I'm wrong. I thought back in the early days of raiding, we're talking Molten Core and Blackwing Lair, you pretty much had to be frost to raid as the fire-heavy mobs in those raids were vulnerable to it. This is back when you couldn't hit a water elemental with frostbolt cause they'd be immune, and the like. So while arcane was good, frost was better as they were more vulnerable to it. (And raiding as fire was out of the question.)

Yes but that was obviously a vastly different design philosophy to the one we have now! (Thank God)

They changed that sometime midway through Wrath I believe.

In classic arcane was really really terrible, and lower than frost on dps. It wasn't until we got Arcane blast in BC (and then tier 5 2 piece) that arcane saw proper pve play.
